Parker Plan for Cleaning and Greening Philadelphia


While in City Council, Cherelle saw that our neighborhoods and commercial corridors were trash-strewn, making our commercial corridors uninviting. Knowing that most of these corridors have a limited tax base, Cherelle started PHL Taking Care of Business (PHL TCB), based on models such as the Center City District’s successful street and sidewalk cleaning program. But PHL TCB works a little differently – using city funds, PHL TCB hires people from the local community to clean the streets and sidewalks along commercial corridors at a decent wage, while teaching them soft skills like resume writing and basic employee training. This program resulted in neighborhood commercial corridors that were as clean as those you find in Center City, and a renewed sense of pride and safety for the business owners and people who shopped there.

As Mayor, Cherelle will scale PHL TCB to reach every corner of the city. This program will help provide opportunity for people who just need a leg up, and turn Philadelphia into the cleanest city in America.
